For over 25 years, Vanguard has established itself as a leading housing developer in Detroit’s Historic North End, successfully building and managing 236 affordable homes, including 206 units in the North End and 48 specialized senior residences. Our developments provide clean, safe, and attractive homes for families of moderate economic means.
To tackle this pressing issue, Vanguard is committed to developing more affordable housing options. We are excited to announce our partnership with Avanath Development, led by African American entrepreneur and Detroit native Daryl Carter, to create a major mixed-income project called North End Landing.
This initiative represents the first significant rental construction project in the North End in many years, with an anticipated investment of over $45 million. Currently, Vanguard and Avanath are in the regulatory approval phase of North End Landing and look forward to sharing updates about the project in early 2025. Together, we are dedicated to enhancing the availability of affordable housing in the North End and making a lasting impact on our community.
Over the past quarter century, Vanguard has built and manages 236 affordable homes. This includes 206 homes in Detroit’s Historic North End, and 48 homes for our beloved seniors. We developed these homes to ensure that people of moderate economic means could find clean, safe, attractive homes. Homes affordable to people of modest means is a significant challenge across the United States, including in Detroit. This is most especially true for renters, as the barriers to homeownership continue to grow. (Download Here) The problem of lack of affordable housing is getting worse as the nation changes its emphasis toward urban density and market rate apartment living. Vanguard is dedicated to addressing the problem by developing more affordable homes.
Vanguard is partnering with for-profit Avanath Development, owned by African-American and native Detroiter Daryl Carter, to develop a major multi-family, mixed-income project, now known as, North End Landing (NEL). NEL is the first major rental new construction development in the North End in many years, with a projected investment of $40 plus million dollars. Vanguard and Avanath are working to initially design the project now, and will unveil proposed drawings to the community as soon as we are able to convene safely.

Located in Detroit’s Historic North End, Melrose Square features 24 single-family homes designed with growing families in mind. These three and four-bedroom homes offer income-based rent, specifically set aside as affordable housing for families earning 30% to 60% of the area median income. West Oakland Homes comprises 45 single-family homes in the Historic North End, each featuring spacious four-bedroom layouts. These homes are designed to accommodate families, with rents varying according to family income. The development serves households earning 30% to 60% of area median income. Maxwell Homes is a development of 30 single-family homes located in Detroit at I-94 and Van Dyke Road. The homes are designed for large families at four bedrooms. The rents vary according to family income. The development is set aside as affordable for people at 30% to 60% of area median income for a family of four. North End Landing Vanguard is partnering with Avanath Development, led by Detroit native Daryl Carter, to create North End Landing—the area’s first major rental construction project in years. This $45+ million mixed-income development is currently in the regulatory approval phase, with updates expected in early 2025.
Vanguard Community Development Corporation’s Resilient and Healthy Homes program is dedicated to enhancing the health, safety, and energy efficiency of homes in our community. Through a combination of home preservation and energy-saving measures, this program supports homeowners by making necessary repairs that improve the overall livability and sustainability of their homes.
Key services offered through the program include vital health and safety upgrades, such as fixing hazardous structural issues, addressing plumbing and electrical problems, and installing energy-efficient solutions. Our team focuses on improving indoor air quality, reducing energy costs, and ensuring that homes are safe and comfortable for residents.
Cummins CARE generously supports this initiative, empowering us to reach more families in need. Our participation as a DTE EEA (Energy Efficiency Assistance) organization further enhances it by helping to provide valuable energy efficiency upgrades.

Pamela Martin Turner, President and Chief Executive Officer of Vanguard Community Development Corporation (CDC) is a 30-year veteran in housing and economic development. Pamela directs all Vanguard operations, including its’ expansive community engagement and leadership program; and its’ real estate development work, which currently totals near $53 million in commercial/residential projects.
Pamela blazed the trail during Detroit’s early years in CED; with a total public investment of $20 million in Detroit’s neighborhoods, resulting in the development of 200 newly constructed homes. An astute coalition builder, Pamela successfully leverages government seed money to secure substantial private investment in all of these developments. As Vanguard’s leader, Pamela guides the project’s vision, always advocating for residents; and serves as liaison with local government /institutions. She is a licensed attorney and has earned degrees from Harvard University, George Washington University and the University of Michigan.
Pamela is a 43-year member of Delta Sigma Theta, affiliated with the Detroit Alumnae Chapter. She is an avid reader, enjoys antiquing, cooking, and traveling. However, her most proud accomplishment is raising to adulthood, three happy, productive adults.

Everett L. Stone, Senior Vice President and Chief Financial Officer at Vanguard, believes that affordable housing is an absolute necessity in building a strong and vibrant community. He has spent the last 30 plus years in and around the development of affordable housing. He is dedicated to making affordable housing available to those that are in need. Everett manages the day to day finances of Vanguard, interfaces with Vanguard’s various funders, serves as asset manager of Vanguard’s low-income housing developments, and project manager of our new construction multifamily project. Everett has been a Certified Public Accountant since 1981 and is licensed in the State of Michigan. He completed the Rental Housing Development Finance Training Program and is certified as a Rental Housing Development Finance Professional.
Everett has been married over 30 years to Pamela Stone and has three children, Kyle, Grant and Sara. Besides spending quality family time, he enjoys travelling, reading, golfing, and spending time at Lifetime Fitness. He is a life member of Kappa Alpha Psi Fraternity, Inc. where he currently serves as treasurer of The Kappa Detroit Foundation. He is a member of The Michigan Association of Certified Public Accountants and Urban Land Institute. He is also a member of Tabernacle Missionary Baptist Church.

Lisa Tucker has nineteen years’ experience driving strategic growth and executing project management in not-for-profit organizations and private companies. She has a strong ability in leading partners to efficiently and effectively achieve organizational objectives. She has been a licensed broker in Michigan for over 15 years working as a property manager, real estate developer, project management and providing business development services to independent entrepreneurs. This experience has groomed her for her current position as Vice President of Economic Development, and Business District Manager for the North End/Milwaukee Junction business community.

Monica Edmonds, Vice President of Community Engagement and Planning with Vanguard CDC is an urban planner with over twenty years’ experience in community development in both government and non-profit sectors. She most recently served as the Deputy Executive Director for the Housing Authority of Elgin, Illinois. Since 2012, she was responsible for assisting in planning, directing and coordinating the various programmatic and development activities of the Housing Authority of Elgin. Monica joined Vanguard’s team in February 2019 in the areas of community engagement; housing development; and fund/resources development.
Monica is a proud Spartan, Chippewa and Knight Fellow in Community Building. She enjoys enjoys traveling, interior decorating, and spending time with her husband Kevin and granddaughter, Aria. She is an active member of Antioch Church of Lansing, MI.[/vc_column_text][/vc_column]
Leslie Graham Andrews

After a successful tenure as the Director of Community Relations and Corporate Partnerships for Rock Ventures, LLC since 2012, Leslie Andrews launched Daisy Ventures LLC which is the parent company for three other businesses: Leslie Andrews Consulting – specializing in nonprofit development and training; Leslie Speaks! – delivering motivational and corporate speeches for numerous groups; and the lifestyle blog “Grown Woman Chronicles” – targeting subjects important to women over 40.
In her most recent corporate role she oversaw the development and implementation of all the philanthropic and community support for the company in Detroit, Cleveland, Charlotte and Scottsdale, AZ. Her responsibilities included all corporate charitable giving, management of all charitable relationships, identifying volunteer opportunities for the family of company team members and ensuring that the company’s award-winning community presence was clearly defined and metrically impactful.
A seasoned executive with over 25 years of nonprofit, community development with a background in radio media sales, Andrews is passionate about the role corporations and private entities can play in the lives of citizens. She continues to mentor numerous nonprofit leaders, college and high school students, and young women entering the workforce. She currently serves on five boards, including in the role of board chair for a community development corporation serving Detroit neighborhoods, and as a trustee for Detroit’s largest hospital system.
Andrews holds a Bachelor of Arts degree from Spelman College in Atlanta Georgia, and a Master of Business Administration from Northcentral University (AZ). She was named a 2010 Woman of Excellence by the Michigan Chronicle; and is a graduate of Leadership AFP (2008), Leadership Detroit (2011), and Leadership America (2016).
