Vanguard operates a comprehensive economic development program, which is centered in the North End/ Milwaukee Junction commercial district. Vanguard implements proven economic development strategies and provides technical assistance to district businesses and residents. Vanguard serves as the Historic North End Main Street District Manager. As such, we provide a full array of services that the community identified in our 2021 North End Main Street District Baseline Summary & Strategy Identification. We are currently updating the baseline strategy for 2023. 

Vanguard serves as Main Street district manager in these ways:

• Commercial district branding and promotion as a regional destination
• Building and staffing the district business association
• Expanding and developing workforce development opportunities for North End residents
• Supporting district businesses
• Creating a stronger sense of place through physical development
• Leveraging resources for district use
• Creating attractive district green space
• Preserving and elevating the district’s rich, unique African-American history
• Ensuring economic equity and racial justice in all district development
